RateCenter at Computer Glossary

What is it? The location of a phone for billing purposes. Long distance charges are calculated based on the distance between two rate centers (often the switch location). Rate centers and competition combine to cause very inefficient number assignment, because every carrier operating in a rate center must be assigned at least 10,000 numbers. But, see Pooling
